Description of the Project:

OmniTech has been contracted by the Decentraliation Support Activity Project of the Ministry of Finance and Economic Development.  This project was run by the Kennedy School of Government (KSG) of Harvard University. KSG/Harvard, as part of its task to implement fiscal reform throughout Ethiopia, sub-contracted the IT component of the works to OmniTech PLC for three and a half years.

OmniTech carried out several large-scale system development projects namely the Budget Information System (BIS), Budget Disbursement and Accounting (BDA), and the Web based Integrated Budget and Expenditure System (IBEX) both at the Federal Government level and as well as the regions. Besides system development and implementation, OmniTech has installed the local area networks at more than ten locations throughout the country to support these systems.

The BIS is an integrated network based budget information system that fits the Federal and Regional governments’ budget preparation and compilation needs.

The BDA is another integrated and network based double entry accounting system for the Federal Government's Ministry of Finance and Economic Development.

Activities also involved training of user staff that of the offices that have the systems implemented. Operational support has also been extended which proved an immense success for the project.
